All of Hiram lies in Paulding County, which makes the records question easy and the approval question harder than people expect. The city counted 4,929 residents in the 2020 Census across 3.93 square miles of land, and the Census Bureau classified every one of them as living in an urban area. Approval inside the city runs on a split arrangement. Hiram adopted its own Unified Development Ordinance, and under it the City Manager or a designee approves and accepts final subdivision plat revisions on behalf of the city, with recording fees and bonds tendered to the Community Development Department. That same ordinance defines "Planning Commission" to mean the Paulding County Planning Commission. Rezonings, special use permits and land use permits go through the Paulding County Planning Office at 240 Constitution Boulevard, and a special use gets a study from the county commission before the Hiram City Council decides it. Two governments, one file.
What the ordinance wants on paper is specific. A corner lot in Hiram carries a 25 foot side yard setback in every zoning district, and the street the lot has less frontage on is deemed the front, which is not always the address side. Plans have to show contours at ten foot intervals or tighter, flag any slope steeper than 30 percent, and locate streams, wetlands, cemeteries or burial grounds along with the boundary and elevation of the 100 year floodplain where one applies.
US 278 through town is Jimmy Lee Smith Parkway, running from Powder Springs in Cobb to Rockmart in Polk through what the county's own regulations call its commercial center. It crosses State Route 92 in the middle of Hiram, where SR 92 is Hiram Acworth Highway going north and Hiram Douglasville Highway going south. Bill Carruth Parkway runs west of the city from US 278 down to SR 92. Paulding County's corridor overlay reaches unincorporated parcels with frontage on those roads or visible from them, so commercial work here often needs frontage and sight lines mapped too.
One Hiram property carries a federal listing. The Hiram Colored School went on the National Register of Historic Places on May 10, 2001. The National Park Service locates it west of State Route 92 between the junctions of Fitzgerald and Ragsdale Streets.
Hiram was incorporated in 1891. Elevation runs about 978 feet by USGS 3DEP data, and from the US 278 and SR 92 junction Dallas is eight miles northwest and Douglasville nine miles south. On a built out lot in a city that reviews plats under its own ordinance while borrowing the county's planning commission, the work is usually retracement plus a drawing that answers to two desks.
