Calhoun is the county seat of Gordon County, set west of the center of the county on the Oostanaula River at the point where Oothkalooga Creek comes in. Deeds and plats for Calhoun are recorded with the Gordon County Clerk of Superior Court at 101 S. Piedmont St., Suite 11, in Calhoun. O.C.G.A. § 44-2-1 puts recording with the clerk of the county where the land lies, and O.C.G.A. § 15-6-67, the Georgia Plat Act, controls what a recordable plat has to carry and provides that a subdivision plat cannot be filed until the planning commission or governing authority has approved it. Inside the city limits that approval runs through the City of Calhoun Community Development Department, where the city planner reviews site development plans and subdivision plats and administers the development ordinances. Outside the limits it runs through Gordon County, whose Unified Land Development Code, adopted in 2008 and codified through an ordinance of March 19, 2024, covers zoning and subdivision in the unincorporated county. The city covers 16.1 square miles, 16.0 of it land, so a fair amount of ground inside the limits is still open rather than platted. U.S. 41 runs through the middle of town as Wall Street and Interstate 75 runs along the eastern edge with five interchanges serving the city, at Exits 310, 312, 315, 317 and 318. Commercial and industrial property concentrates on that corridor, and it is the work that most often calls for an ALTA/NSPS survey at closing or a topographic survey before a site is designed. Away from the highway the character changes: older residential blocks near the center of town, then larger tracts on the county side of the line where a boundary survey means retracing calls written against the 160-acre land lots of the 1832 Cherokee lottery, identified by section, district and land lot. River frontage on the Oostanaula and the low ground along Oothkalooga Creek are where an elevation certificate tends to come into it.
