Roopville is the southern anchor of a line that shows up on every drainage map of Carroll County. The county splits into two river systems along a line running from Roopville northeast to Villa Rica. West of it, water heads for the Upper Tallapoosa and eventually into Alabama. East of it, water heads for the Middle Chattahoochee and Lake Harding. The town sits at the hinge, so two tracts within sight of each other here can shed their water into different river systems.
For recording, nothing about the location is ambiguous. The whole town is in Carroll County, and the 2020 Census boundary shows it clear of the county line, with Heard County starting under two miles to the south. US 27 runs straight through, ten miles north to Carrollton and six miles south to Centralhatchee, which is in Heard. A tract a short way further down that highway records in Heard County instead, so the county gets settled from the land rather than from a mailbox.
Carroll County land records go to the Clerk of Superior Court at 311 Newnan Street in Carrollton, ten miles north of Roopville on US 27. That office takes in and records deeds, liens and plats, and it is open Monday through Friday from 8 a.m. to 5 p.m. Assessment data is a different file entirely, kept by the Carroll County Board of Tax Assessors and posted at qpublic.net/ga/carroll/. A finished plat also has to be drawn to the minimum technical standards the State Board of Registration for Professional Engineers and Land Surveyors sets, which is what O.C.G.A. § 15-6-67 requires the surveyor to certify on the face of the drawing.
Planning here is done jointly rather than separately. Roopville's comprehensive plan is filed with the Georgia Department of Community Affairs as a shared document, Carroll County with Cities, Roopville and Whitesburg. Bowdon, Carrollton, Mount Zion and Whitesburg all publish their ordinances in the Municode library; Roopville does not, so current ordinance text has to come from the town office directly. The Roopville council meets on the second Monday at 7 p.m. Beyond the town limits, which is where most of this acreage lies, the file belongs to the county: parcel splits and exemption plats through Community Development at 423 College Street, Room 503 in Carrollton, and hearings before the Carroll County Planning and Zoning Commission, Room 2013, 6 p.m., third Tuesday. Staff expect a presubmittal meeting a full week before the deadline.
Scale changes how the work goes. Roopville counted 231 people and 102 housing units in 2020, up from 218 people in 2010, inside 0.79 square miles the Census recorded as entirely land with no water area at all. Most surveying near Roopville therefore happens outside those limits, on acreage. John K. Roop, who founded the place in 1881 and gave it his name, came to own more than 2,000 acres around it and sold off store lots and home lots himself, so parent tracts in this part of the county can be large and their first divisions old. The General Assembly incorporated the town in 1885.
Two local sources are worth knowing about before a retracement starts. The Veal School, listed on the National Register in 2005, is the town's Register property. The Roopville Archive and Historical Society keeps its collection at 165 Old Highway 27, in a building that was once a bank and then a post office, and opens during the Homecoming Festival on the third weekend in September and otherwise by appointment.
