All of Bowdon sits in Carroll County. The 2020 Census boundary places every acre of the city limits on the Carroll side, with nothing reaching into Haralson or Heard. What is close is Alabama. Cleburne County comes within about two and a quarter miles of the corporate line, and State Route 166 runs west out of town four miles to its end at the state line, where the pavement continues as Alabama State Route 46 at Ranburne. A Georgia license does not cross that line and neither does a Georgia plat.
Recording happens in Carrollton. Carroll County deeds, liens and plats are filed with the Clerk of Superior Court at 311 Newnan Street, twelve miles east of Bowdon on State Route 166, and the real estate counter there runs Monday through Friday from 8 a.m. to 5 p.m. Parcel and assessment data live somewhere else entirely. The Carroll County Board of Tax Assessors publishes them at qpublic.net/ga/carroll/, which is where an owner can pull up a parcel number, an acreage figure and a deed reference before making a phone call. That acreage is an assessment figure, not a boundary determination.
Approval comes before recording. Georgia's plat statute, O.C.G.A. § 15-6-67, limits what the clerk can take in at all: every plat has to be submitted electronically, as a full size image in an electronic format the Georgia Superior Court Clerks' Cooperative Authority will accept. Inside the city limits the review body is the Bowdon Planning Commission, seven members serving seven year terms, working under a zoning ordinance the city adopted on September 8, 2025. City Hall is at 182 Grammar School Road. Cross the city line and the desk changes. Parcel splits and exemption plats out in unincorporated Carroll County are handled by the Community Development Department at 423 College Street, Room 503 in Carrollton, and cases go before the county Planning and Zoning Commission, which sits in Room 2013 of that building at 6 p.m. on the third Tuesday. County staff will not take a filing without a presubmittal meeting a week ahead of the deadline.
Water here runs toward Alabama. Carroll County divides along a line drawn from Roopville northeast to Villa Rica, and everything west of it, Bowdon included, drains into the Upper Tallapoosa sub-basin of the Alabama, Coosa and Tallapoosa system rather than toward the Chattahoochee. State Route 166 crosses Big Indian Creek just west of town, and going the other way it passes north of Anderson Lake and bridges the Little Tallapoosa River about two miles short of Carrollton. Inside the corporate limits the Census Bureau measured 3.4 square miles in 2020 and recorded no water area at all.
Bowdon counted 2,161 residents and 972 housing units in 2020, and the Census classified the entire city as rural. Parcels of that description usually came out of a parent deed rather than a recorded subdivision, which puts most of the work on retracement: locating what a previous surveyor set, reading the calls in an older description, and reconciling the two on the ground. The town was incorporated in 1859 and named for Franklin Welsh Bowdon, an Alabama congressman. Bowdon College operated here from 1857 until 1936 and the Bowdon Railway ran from 1910 to 1963. The Bowdon Historic District, added to the National Register in 2009, is centered roughly on the crossing of State Routes 166 and 100, where GA 100 passes through town as Wedowee Street and North Carroll Street.
