The Chattahoochee River is Whitesburg's eastern edge and Carroll County's as well. Cross the water and the parcel is in Coweta County, recording in a different courthouse under a different planning office. The 2020 Census boundary puts every acre of the Whitesburg city limits on the Carroll side, and Coweta begins where the river does. Moore's Bridge, built here by Horace King, was the crossing between the two counties for more than a century.

Carroll County deeds, liens and plats are filed with the Clerk of Superior Court at 311 Newnan Street in Carrollton, twelve miles northwest of Whitesburg on US 27 Alternate. The same highway runs the other direction eleven miles into Newnan, in Coweta County, and on a riverfront tract that eleven mile difference is the entire question. Parcel and assessment records for the Carroll side are published by the Board of Tax Assessors at qpublic.net/ga/carroll/, and the clerk's real estate counter is open Monday through Friday from 8 a.m. to 5 p.m.

Flood elevation is a standing question in this town rather than an occasional one. The US Geological Survey runs a gauge here, station 02338000, Chattahoochee River near Whitesburg, which measures a drainage area of 2,430 square miles upstream and sits at a datum elevation of 682.2 feet on NAVD 88. A parcel mapped inside a flood zone needs an elevation certificate before a lender or an insurer will move, and that certificate is a survey product rather than a form.

Whitesburg reviews its own development. The city code carries Chapter 24, Subdivision Regulations, and Chapter 32, Zoning, and the Whitesburg Planning Commission makes recommendations to the mayor and council, who take the vote. City Hall is at 60 Booster Field Drive. Anything past the limits shifts to Carrollton, where the Community Development Department at 423 College Street, Room 503 takes the application and the Carroll County Planning and Zoning Commission hears it in Room 2013 at 6 p.m. on the third Tuesday. Staff require a presubmittal meeting one week before the filing deadline. The Georgia plat statute then applies on top of all of it: no recordation unless the plat reaches the clerk electronically, as a full size image in an approved electronic format.

Two watercourses west of town carry history of their own. Acorn Creek rises just west of Whitesburg and runs to the Chattahoochee; it takes its name from Acorn Town, the settlement and plantation the Creek leader William McIntosh called Lochau Talofau, near the creek's mouth inside what is now McIntosh Reserve. Snake Creek cuts a gorge a couple of miles out, and mills ran on its water from 1847 until 1971. That complex went on the National Register on December 29, 2025 as the Banning Mills Industrial Archaeological District. Ground like that is steep and wooded, and field work on it takes longer than the same acreage would take in open pasture.

Inside the corporate limits there are 596 residents and 257 housing units across 2.8 square miles, about three hundredths of a square mile of which the Census counted as water. The town was incorporated in 1874 and named for A. J. White, a railroad official, after grading crews working toward Carrollton hit a rock layer in 1873 and stopped, which left Whitesburg as the first rail center in Carroll County. The mill villages at Bowensville and Banning were folded into the town that same year. Whitesburg Baptist Church, built in 1875 and 1876, was listed on the National Register in 2002. County access to McIntosh Reserve still runs off Georgia Highway 5 about two miles west of town.
