Mail to Mount Zion goes to a Carrollton address. City Hall itself is listed that way, at 4455 Mount Zion Road, Carrollton, GA 30117, open Monday through Friday from 8 a.m. to 4:30 p.m. The mailing address is not the jurisdiction. Mount Zion is a separate municipality with its own mayor and council and its own zoning chapter, and it sits eight miles northwest of the county seat, not inside it.
On the recording question there is no ambiguity: the 2020 Census boundary places the whole city inside Carroll County. Deeds, liens and plats go to the Clerk of Superior Court at 311 Newnan Street in Carrollton, eight miles back southeast, where the real estate counter is open Monday through Friday from 8 a.m. to 5 p.m. The assessor's side of the record lives elsewhere. The Carroll County Board of Tax Assessors posts parcel data at qpublic.net/ga/carroll/, and pulling a Mount Zion parcel there is the quickest way for an owner to get the parcel number and the deed reference a survey starts from.
The county line, though, is closer than the courthouse. Haralson County comes within about a mile of the Mount Zion city limits on the northwest side. Land on the far side of that line records in Buchanan and answers to a different planning office. Out toward the northwest edge of the city, settling which county a tract actually lies in is the first field question rather than a formality.
Mount Zion regulates land use through Chapter 34 of its code of ordinances, the zoning chapter, codified most recently through Ordinance No. 2025-002 in November 2025. Work inside the limits goes to the city. Once a tract falls outside them, two county bodies pick it up: the Community Development Department at 423 College Street, Room 503 in Carrollton, which handles parcel splits and exemption plats, and the Carroll County Planning and Zoning Commission, whose Room 2013 sessions start at 6 p.m. on the third Tuesday of each month. Staff want a presubmittal conversation a week before anything is filed. Then the plat itself has to clear O.C.G.A. § 15-6-67, the state law that tells the clerk what a recordable plat looks like.
Nine point seven square miles hold 1,766 people and 626 housing units here, all of them counted as rural in 2020. That is a wide footprint carrying very few parcels, and the parcels show it in long road frontages, deep tracts and lines that were last run a generation or more back. John Tanner Park sits between the city and Carrollton, a Carroll County park the state once operated as John Tanner State Park; the county took over management in 2010 and bought it outright in 2013. It holds two lakes, one of twelve acres and one of sixteen, reached six miles west of the US 27 junction on Highway 16 and then a half mile south on Tanner Beach Road. Runoff on tracts around here goes to the Upper Tallapoosa sub-basin, the system covering the western two thirds of Carroll County.
The community began as Turkey Creek Mills, settled in 1852 by the Reverend Thomas Hicks Martin on land that had belonged to the Creek Confederacy. It took the Mount Zion name in 1878 from the Methodist Episcopal church at its center, and the General Assembly chartered it as a town in 1912, rechartering it in 1953 and again in 1978. Deeds in this area run back a long way, which is exactly why retracement work here starts in the records room.
