Euharlee sits in southwestern Bartow County at the point where Euharlee Creek runs into the Etowah River. Settlers called the place Burge's Mill in the 1840s, and the General Assembly of Georgia incorporated it as Euharlee on September 16, 1870, taking a Cherokee word understood to mean she laughs as she runs, for the sound of the creek. The 2020 Census recorded 4,268 residents in 1,394 households on 5.40 square miles of land, with a further 0.16 square mile of water inside the city limits. The plats S&S prepares here carry the seal of Bart Sims, its licensed Georgia surveyor.

Where a Euharlee Deed Goes

Recording for Euharlee happens in Bartow County. Deeds and plats are filed with the Clerk of Superior Court at 135 West Cherokee Avenue, Suite 233, Cartersville, about nine miles east of town by way of Euharlee Road, which is the same road that carries most local traffic to the county seat. Parcel and assessment data comes from the Bartow County Board of Assessors at qpublic.net/ga/bartow/. One local quirk is worth knowing before anyone leans on a parcel number here. Bartow County's zoning office warns that parcel numbers beginning with a zero are usually unincorporated county, with the exception of some parcels in Euharlee and Taylorsville, and tells people to read the tax district field instead. Euharlee is one of only two places in the county where that shortcut fails.

Who Reviews a Euharlee Subdivision Plat

The City of Euharlee runs its own Planning and Zoning Department out of city hall at 30 Burge's Mill Road. The department staffs the Planning and Zoning Commission, reviews all preliminary and final subdivision plats and site plans, and coordinates the reviews required from the city engineer and the utility providers before a recommendation goes to the mayor and council. Rezoning, special use, variance and annexation applications run through the same desk. Land immediately outside the city line follows a different track: unincorporated Bartow requires the county signature block on a plat before the Clerk of Superior Court will record it, and a riverside tract out there may also fall inside the county's Etowah Valley historic district, an overlay adopted August 6, 2003 that adds an intensive level archaeological survey to a development application.

The Creek, the River and the Bridge

Water shapes much of the survey work here. The Etowah River flows through the eastern part of Euharlee, Euharlee Creek joins it just south of the center of town, and that puts a good share of the city's low ground in play for flood mapping. The Euharlee Covered Bridge crosses the creek by the old mill site. Washington King, son of the bridge builder Horace King, raised it with Jonathan H. Burke in 1886 on a 138-foot span, and traffic stopped crossing it in 1980 when a new two-lane bridge opened nearby. A creek that has already taken out one bridge is a good argument for retracing a line rather than assuming it. Georgia Power's Plant Bowen stands just outside the city.

What Survey Work Around Euharlee Looks Like

Cartersville is nine miles east and Euharlee has grown as a bedroom community for it, yet the Census Bureau still classified all 4,268 residents as rural in 2020. That pattern, new subdivisions on former farmland with older acreage sitting behind them, describes most of the survey requests we see here. A boundary retracement comes first when a tract is about to be divided. A property survey comes before a closing, a fence or an addition. Corners and setback lines get staked on a new lot, and a subdivision plat is drawn to clear the city's review before it is filed.
