White is an incorporated city, and that matters more than its size suggests, because the city signs its own plats. James Alexander White was the first postmaster, the post office opened in 1890, and the original charter of August 7, 1919 created the Town of White; a 1962 amendment made it the City of White. The 2020 Census counted 661 residents on 1.05 square miles, all of it land. The city stands on US 411 about three miles north of Interstate 75, with Cartersville nine miles south. The Clerk of Superior Court sits at 135 West Cherokee Avenue, Suite 233, in the Frank Moore Administration and Judicial Center in Cartersville, nine miles south of White down US 411, and that office holds the deed and plat index for the entire county. The Bartow County Board of Assessors publishes parcel and assessment data at qpublic.net/ga/bartow/, which is the quickest way for an owner to confirm a parcel number, an acreage figure and a tax district before a survey is ordered.
White handles plat review from city hall at 29 West Rocky Street. The city publishes a Plat Review Application, a Plans Requirement Checklist and a Plat Approval Certificate, along with a zoning request application and a plan review schedule, and the council meets in the council chambers on the first Monday of the month. A plat drawn for a lot inside the city limits is drawn to carry that city certificate. Land outside the line answers to Bartow County instead, where the development regulations require a county signature block certifying that the plat meets the Bartow County Zoning Ordinance and Development Regulations before the Clerk of Superior Court will record it. The City of White describes its own setting plainly: steep ridges and broad valleys, and a geologic seam where the Blue Ridge, Talladega and Northern Piedmont provinces meet the sedimentary Ridge and Valley. That convergence is what made this a mineral-rich area. Pine Log Mountain lies a few miles east of town, and the former Pine Log Wildlife Management Area with the land around it in east Bartow now sits inside the county's Planned Greenspace Development District, where the county notifies interested parties of master plan applications. Bartow County also flags the Rome-Cartersville Development Corridor, planned as a limited access route from the US 41 and US 411 intersection in the Cassville area to Interstate 75 between exits 293 and 296, as a review item for affected properties before permitting. Both are worth checking against a parcel early.
Ridge and valley ground does not survey like flat ground. Elevation change across a single lot drives setback questions, driveway grade and stormwater, which is why a topographic survey is so often the drawing that actually answers the owner's question here. Mineral country carries its own long history of workings and cuts, and features like those can outlast the operations that made them. Retracement in that setting means reconciling the recorded record with monuments set by previous surveyors rather than trusting the shape of the ground.
