Senoia occupies the southeastern corner of Coweta County, and its northern edge runs up against Peachtree City, which is in Fayette County. Two counties within a short walk means two courthouses, and the recording county for a tract near that line is settled by where the ground is, not by the address on the mail. Senoia land records go to the Coweta County Clerk of Superior Court at 72 Greenville Street in Newnan, roughly eighteen road miles northwest by Georgia Highway 16. Final plats here move under Chapter 40 of the city code, the land development article adopted in July 2002. An application for final plat approval goes to the city administrator, and Section 40-72 requires the mayor, the city administrator and the city engineer to sign the plat itself. The city then records the approved plat in the Office of the Clerk of the Superior Court of Coweta County, the applicant covers the recording cost, and as-built drawings have to be in hand before that recording happens. Section 40-71 blocks a final plat altogether unless the improvements needed to market individual building lots are already complete and match the approved construction drawings.
Ahead of all that sits the Planning Commission, a volunteer board that reviews conceptual and final plans for every development in Senoia and recommends action to the Mayor and City Council on zoning and annexation requests. It meets on the third Tuesday of each month at six in the evening, and not at City Hall: the meeting is held at the Senoia Police Department and Municipal Court on Howard Road. City Hall itself is at 80 Main Street.
The older core of town lies inside the Senoia Historic District, listed on the National Register in March 1989 and roughly bounded by Couch Street, the CSX Transportation tracks, Georgia Highway 16 and Pylant Street. The Hollberg Hotel at Seavy and Barnes Streets has carried its own listing since 1980. Over the top of that the city maintains a Historic Neighborhood District Overlay on its zoning map, and a material change to the exterior of anything inside the overlay needs a Certificate of Appropriateness from the Historic Preservation Commission. Boundaries in this part of Senoia predate the current street pattern, and the deed language often points at features a retracement has to go looking for.
Growth has been the other story. The city reached 5,016 residents at the 2020 count across 6.3 square miles. New subdivision lots need corners and setbacks staked before a slab goes down and an as-built afterward for the lender. Older acreage on the edges of the city needs a retracement before it can be divided at all.
