Land Surveying in Mableton, Cobb County

Mableton is in Cobb County, not Douglas. That is worth stating plainly, because the drive over from Douglasville is short and the two counties keep separate deed indexes, separate assessors and separate development departments. A Mableton plat never records in Douglas County.

Voters approved a city charter in the November 2022 election, and Mableton's mayor and council took office in 2023. For anyone dividing land, the practical result is that Mableton now runs its own community development department instead of routing everything through the county.

Recording is still county work. The Cobb County Clerk of Superior Court keeps its Real Estate Division at 10 East Park Square, Building C in Marietta, about ten road miles north of Mableton, and that is where plats, maps and condominium floor plans are filed. Ownership and assessment data is a separate system on a separate site: the Cobb County Board of Tax Assessors, at 736 Whitlock Avenue NW, Suite 200 in Marietta, runs its own property search at assessor.cobbcounty.gov rather than on the qPublic platform the surrounding counties use, and it is searchable by address, owner name or parcel number.

Approval runs through the city and then fans back out to the county. A final plat or a lot line adjustment is submitted through Mableton's permit portal, and city community development distributes the set to the reviewers: City of Mableton Planning and Zoning, Cobb County Stormwater Management, the Cobb County Water System, the Cobb County Department of Transportation and, on commercial work or a new subdivision, the Cobb County Fire Marshal. A revision to an existing plat has to carry a revision block for City of Mableton Community Development, the Cobb County Water System and Cobb County Site and Development. Where Cobb County issued the land disturbance permit, Cobb County Development Inspections signs the plat.

The Chattahoochee River forms the southeastern edge of the city and the Fulton County line at the same time. The Metropolitan River Protection Act, codified at O.C.G.A. 12-5-440, established a 2,000 foot corridor along both banks of the river, and that corridor was later extended downstream to the limits of Fulton and Douglas counties. Land disturbing activity inside the corridor is reviewed by the Atlanta Regional Commission, which publishes a map for checking whether a given property falls within the 2,000 feet. On a river side tract in Mableton, that line is worth locating before a design is drawn rather than after.

Inland, the city does not sit in one drainage. By the USGS watershed boundary dataset Mableton spans several subwatersheds, among them Nickajack Creek in the north, Wilson Creek-Chattahoochee River through the middle and lower part of the city, and Lower Sweetwater Creek on the west. Which one a tract falls in changes the buffer and stormwater review it draws. The Silver Comet Trail crosses the city on the old Seaboard Air Line roadbed, with a trailhead on Floyd Road, and an abandoned rail corridor is a hard line on the ground that the deeds abutting it usually call to. Original title in this county traces to the 1832 lottery of Cherokee land, laid off in sections, numbered districts and 160 acre land lots, and Cobb legal descriptions still cite those lot numbers. The Robert Mable House at 5239 Floyd Road went on the National Register of Historic Places on September 1, 1988. Most boundary work in Mableton lands somewhere in that history.

A Mableton plat is a Cobb County document that has to satisfy a city that has only had a community development department since 2023, so the reviewer list is the part worth confirming before anything is drawn.
