Boundary retracement, acreage splits, topographic surveys and elevation certificates on unincorporated land in the southwestern corner of Douglas County.
Winston has no city government. The Census Bureau lists Winston as a county subdivision of Douglas County containing no incorporated place at all, and the USGS carries it as a populated place rather than a municipality. Every approval a landowner needs here comes from the county.
The mailing address is the first thing to check and the easiest thing to get wrong. ZIP code 30187 is addressed Winston, Georgia, but it crosses a county line. Of the 31.5 square miles of land the ZIP covers, 31.0 sit in Douglas County and 0.5 sit in Carroll. A deed and a plat record where the dirt is, so the recording county gets settled from the parcel rather than from the envelope.
On the Douglas County side, deeds and plats go to the Clerk of Superior Court on the fourth floor at 8700 Hospital Drive in Douglasville, roughly ten miles east of Winston by way of US 78 and Interstate 20. Parcel and assessment records sit in a different office and a different system: the Douglas County Appraisal Department at 6200 Fairburn Road, whose data is published on qPublic and searchable by owner name, location address, parcel number or legal information.
Dividing acreage around Winston goes through the Douglas County Planning and Zoning Department at 4655 Timber Ridge Drive. Article 5 of the county Unified Development Code sorts the job by what is being created. A split producing no more than five lots, and a large lot subdivision where every lot including the remainder of the original tract is five acres or larger, are both reviewed by the county Plat Review Committee, and those agencies affix a stamp or signature to the plat to authorize its recordation. The plat and a properly titled deed for each new parcel then go to the clerk. Rural zoning shows up in the details too: the county allows a mobile home only on a minimum of ten acres zoned R-A.
Winston sits in the Lower Dog River subwatershed, by the USGS watershed boundary dataset, and the county has a direct interest in that basin because the Dog River is a drinking water supply watershed. All unincorporated land in Douglas County falls inside the O-EO Watershed Protection Overlay District, which is then split into watershed protection areas drawn on the official zoning map, and the Dog River appears on that list twice. The secondary protection area covers the part of the watershed north of Interstate 20 plus a quarter mile radius around any interstate interchange south of it. The primary protection area covers the rest. Post Road runs north from US 78 at Winston to its own I-20 interchange, so which of the two a tract falls into is a live question here, and it is answered by a boundary on the ground.
Article 9 of the same code sets what the field work has to capture. Perennial streams and other state waters carry a 50 foot natural vegetative buffer, measured from the point where vegetation has been wrested by normal stream flow. All clearing and earth moving must stay at least 50 feet from the edge of the bank. Any designated buffer, undisturbed area or construction setback has to be noted on the plats and deeds of the affected property. On wooded acreage that means the branches get located before the new lines are drawn.
Douglas County itself was created in 1870 out of Campbell and Carroll counties and covers 200.1 square miles of land by the Census Bureau's 2024 gazetteer, the smallest of the counties we work in. On an older Winston tract the chain of title can run back past 1870 and out of Douglas County records entirely, which is one more reason a retracement starts in the record room instead of at the fence.
Out here the deciding questions are the ZIP line, the acreage thresholds in Article 5, and how much of a tract the stream buffers take out of play. The office is at 549 West Ave in Cedartown, and William "Bart" Sims, the licensed Georgia land surveyor, signs and seals the plat.
Most calls out here involve acreage rather than a platted lot: a family tract being divided, a boundary that has not been retraced since the last conveyance, a house site that needs corners and setback lines staked.
