All of Dahlonega lies in Lumpkin County, and it is the county seat. It is also the highest ground in this service area. Sight lines are short, slope distance is not horizontal distance, and a topographic survey here carries contour intervals that actually mean something on a grading plan.
Land records for the county go to the Lumpkin County Clerk of Superior Court at 325 Riley Road, Room 108. That is about a tenth of a mile from City Hall, on the same street. Outside the city limits, a subdivision plat goes to the Lumpkin County Planning Commission. It meets the second Monday of each month at 5:30 p.m. in the board room at the Lumpkin County Planning and Development Building, 342 Courthouse Hill. The county requires a preliminary plat, reviewed and approved by that commission, for subdivision plats of Class III and above, and a final plat, also reviewed and approved by the commission, for Class II and above. The class of the division decides how much of that process a given split has to clear, which is worth settling before the survey is ordered.
Inside the city limits the review body is a different one. The City of Dahlonega Planning Commission has seven members appointed by the governing body and meets the first Tuesday of each month at 6:00 p.m. at City Hall. It prepares and recommends the city's zoning regulations, official zoning map and subdivision regulations for adoption, and it reviews applications for zoning map amendments, conditional use approvals, variances and annexation. The city also seats a Historic Preservation Commission.
So a Dahlonega mailing address does not settle which body reviews a plat. A parcel on one side of the city line answers to the city's Planning Commission on a Tuesday night, and a parcel on the other side answers to the county's on a Monday night, under a different set of plat classes. Confirming that first saves a submittal cycle.
Lumpkin County also gives a landowner an unusual second route on performance standards. Under the county code, when a project cannot meet a listed standard, the owner of a protected neighboring property may sign a consent agreement, which becomes valid only on verification by the planning director and attachment to the land use permit, instead of the applicant going to the planning commission for a variance. Where that route is used, the survey has to fix the protected property lines precisely enough for the agreement to mean anything.
Dahlonega is not growing the way the rest of this area is. The 2020 Census counted 7,537 residents and the Census Bureau's 2024 estimate is 7,830, a gain of about four percent. Over the same four years Oakwood added roughly forty percent and Cumming roughly thirty-nine. Where a market is not filling in with new lots, more of the work is retracement: finding where an older description actually runs, and re-setting corners on the ground.
The city carries National Flood Insurance Program community number 130129. An elevation certificate is written against the panel that governs the specific parcel. Access is part of the job on ground like this, and the estimate reflects the terrain that has to be walked.
