Where a Greenville Survey Gets Recorded

Greenville is the seat of Meriwether County, which puts the filing office on the square in the middle of town. The Clerk of Superior Court takes deeds, plats and easements at 100 North Court Square. For a Greenville parcel there is no second county to rule out and no drive to another courthouse to pull a chain of title, so the research end of a survey here is shorter than it is in most of the towns nearby.

The assessor keeps a second, separate set of records. Ownership, acreage and tax map data for Meriwether County are published at qpublic.net/ga/meriwether/, which is the right place to find a parcel number and the assessor's acreage figure and the wrong place to find the instrument itself. The deed, the recorded plat and any easement of record are with the clerk on the square. A survey is built from those, not from the tax card.

Beyond the city limits, the platting authority is the Meriwether County community development department at 17234 Roosevelt Highway. Under the county subdivision regulations adopted by the Board of Commissioners in August 2020, no plat of land is entitled to record with the clerk of superior court unless the department's approval is inscribed on it, and filing one without that approval is declared a misdemeanor. The county's final plat specifications call for county and land lot lines tied to the subdivision by distances and angles wherever those lines cross the tract or come reasonably close to it, lot lines carried to the nearest tenth of a foot with bearings to the nearest minute, and a tie to at least one benchmark or other permanent monument.

Inside the city, the zoning ordinance is administered by the City of Greenville Planning Commission and the City Council, and the commission is five members appointed by the council to three year terms. An application to change the zoning map has to arrive with seven copies of a plat showing north arrow, land lot and district, dimensions and acreage, floodplain and flood hazard areas, unusual topographic features, existing structures, and the current zoning of the tract and of every adjoining property. The ordinance requires that plat to carry the seal of a land surveyor, engineer, architect, landscape architect or AICP certified planner. That is a measured drawing, not a sketch, and it is usually the first survey a Greenville rezoning needs.

One named stream, Kennel Creek, crosses the city limits. FEMA maps the ground along it as Zone A and maps the rest of the city as Zone X, an area of minimal flood hazard. Zone A is a special flood hazard area studied by approximate methods, which means no base flood elevation is published for it. On a Greenville elevation certificate that changes the work: there is no number on the panel to compare a finished floor against, so the base flood elevation has to be developed from a study rather than read off the map. None of the city is mapped Zone AE, so that situation is the normal one here rather than the exception.

US 27 Alternate and GA 41 run through the square north and south, GA 18 and GA 109 cross it east and west, GA 100 comes in from the northwest, and the acreage starts a mile or two out in every direction. The city holds 2.3 square miles of land and counted 794 residents in the 2020 Census, down from 876 in 2010, so most of the boundary work around Greenville is retracement on older rural tracts described by bearing and distance rather than lot and block. Finding what markers previous surveyors left, and reconciling them against the calls written in the deed, is what that work consists of.
