Land Surveying in Warm Springs, GA

Inside the Warm Springs city limits, the city council holds the final decision on every subdivision plat and every lot division. Lot divisions, boundary retracement, drainage easements and Zone A elevation work.

A Small City With Its Own Subdivision Rules

Warm Springs is entirely in Meriwether County, and its plats and deeds record with the Clerk of Superior Court at 100 North Court Square in Greenville, roughly ten road miles north on US 27 Alternate. Ownership, acreage and tax map data comes from the county assessor and is published at qpublic.net/ga/meriwether/. A parcel number from that site is enough to start a title search, but the recorded plat and the deed itself have to come from the clerk in Greenville.

What separates Warm Springs from the unincorporated land around it is that the city adopted its own land development chapter. Inside the city limits the city council holds the final decision on subdivision plats, and the ordinance states plainly that the county clerk of superior court shall record no final subdivision plat unless it has been approved as the chapter provides. The city clerk administers the plat approval process. Dividing a tract into two or more lots without creating a new street or utility extension is handled as a lot division, and that also requires city council approval, with no building permit issued on the resulting tract until the city clerk signs off.

Warm Springs spells out its plat content rather than deferring to custom. A final plat here carries a legal description referencing land lot and district lines, property lines with dimensions to the nearest hundredth of a foot, bearings and angles on all lines, and the radii, arcs and central angles of every curve read to the nearest second. The surveyor certifies on the face of the plat that all monuments exist and that their sizes, locations and materials are correctly shown. That certification is not a formality: it means the corners have been found or set, not inferred from a deed.

Two provisions shape fieldwork here more than they do in most Georgia towns. Where a watercourse, drainage way, channel or stream crosses a subdivision, the city requires a stormwater drainage easement at least twenty five feet wide along each side of it, shown on the plat. And where a site contains or borders a cemetery or a grave site, the developer must delineate the area on every site plan and construction drawing, fence or enclose it before grading begins, and show a permanent ten foot buffer around it on the final plat. Small family burial grounds are common on older Meriwether County acreage, and finding one changes the plat.

Warm Springs Branch runs inside the city limits, and FEMA maps the ground along it as Zone A. The remainder of the city is Zone X. There is no Zone AE anywhere inside the limits, so no base flood elevation is published for the special flood hazard area here. An elevation certificate on a Warm Springs parcel therefore starts with developing the base flood elevation rather than reading one off a panel, and that is worth knowing before a lender asks for a number on a deadline.

Roosevelt's Little White House State Historic Site is in Warm Springs, and the city keeps a historical preservation chapter in its own code alongside the land development chapter. The city is small and compact: 465 residents and 182 housing units in the 2020 Census, up from 425 in 2010, on 1.5 square miles of land, with City Hall at 3636 Whitehouse Parkway. Manchester is about four and a half miles southeast on GA 41. Outside the city limits the platting authority shifts to the Meriwether County community development department on Roosevelt Highway in Greenville, so which side of the corporate line a tract falls on decides whose approval the plat needs.
